HAARP stands for High Frequency Active Auroral Research Program. It is a research program jointly funded by US Airforce, US Navy, University of Alaska Fairbanks and DARPA for study of ionosphere. What HAARP can do is send directed energy beam in the upper atmosphere without moving antennas using phased array of antennas. Technologies researched at HAARP are equipped on military vehicles such as planes, ships, satellites and ground installations. They can then do a lot of fancy things such as cause and control storms, famines, floods, earthquakes, volcanoes, cause soil liquefaction, make mirrors and lenses in the atmosphere, generate plasma in the upper atmosphere, etc.

Apart from being built by BAE Advanced Technologies major research work has also been carried out by BAE. Take for example Generation & Global Propagation of ULF waves which can cause soil liquefaction and earthquakes. BAE Systems is a private company now but it was formed by merger of British Aerospeace (BAe) and Marconi Electronic Systems (MES). BAe was initially formed by nationalization and merger of several companies and was thus British Government owned. When it was privatized, the British government maintained a £1 golden share which allowed it to veto foreign control of the board or company. BAE Systems inherited this golden share from BAe. It still needs permission of Secretary of State for amending certain parts of company's Articles of Association. These Articles require that no foreign person or persons acting together may hold more than 15% of the company's shares. So even though it is private, it has British Government control. Anyway doesn't matter that it is private. East India Company was private too. Both British Companies.
